Juncture Policy develops and applies repeatable analytical frameworks for institutional analysis of economic security, development finance, and geoeconomic competition. Each framework answers a specific diagnostic question about institutional design, behavior, or incentive structures.

Tier-1 Frameworks

Institutional DNA Test

What it asks: What is this institution structurally designed to do, regardless of what its mandate says?

The Institutional DNA Test examines the foundational architecture of an institution: its governance, capital structure, legal form, political constraints, and operating model. The analysis determines actual functional priorities and reveals the gap between stated mandate and structural incentive.

Applied at: World Bank Group Guarantee Platform analysis, MDB 2.0 reform diagnostics, analysis of national development finance institutions.

Policy Window Analysis

What it asks: Why is this policy proposal viable now, when it was not viable before?

Policy Window Analysis maps the convergence of problem recognition, policy solutions, and political appetite. It identifies actionable windows and distinguishes genuine openings from false signals.

Applied at: WBG Guarantee Platform launch timing analysis, G20 capital adequacy framework review, bilateral economic security initiatives.

Mandate Mapping

What it asks: Who actually has authority to act, and where do mandates overlap or conflict?

Mandate Mapping reconstructs the formal and informal authority landscape within and across institutions. It identifies mandate gaps, overlaps, and contested spaces that create institutional friction or coordination failures.

Applied at: MDB reform architecture analysis, development finance institution coordination mechanisms, economic security governance mapping.

Capital Stack Analysis

What it asks: Where is the money coming from, what are its terms, and what constraints does it impose?

Capital Stack Analysis dissects the full financial structure behind institutional operations: paid-in capital, callable capital, concessional windows, trust funds, guarantees, and co-financing arrangements. The analysis identifies hidden leverage points and funding dependencies.

Applied at: MDB capital adequacy framework review, IBRD and IFC financial architecture analysis, bilateral development finance instrument design.

Actor Incentive Mapping

What it asks: What do the key decision-makers actually get rewarded or penalized for?

Actor Incentive Mapping identifies the incentive structures facing individual decision-makers within institutions: career progression, political constraints, institutional culture, and personal risk calculus. The analysis explains behavior that formal mandates cannot.

Applied at: Fortress AI policy analysis, technology export control regime design, institutional reform strategy development.

Tier-2 Frameworks

Juncture Policy maintains additional Tier-2 frameworks that extend or specialize the core Tier-1 frameworks. These are under active development and will be published as they reach methodological maturity.
